RECEIPT OF BIDS: Sealed bids for the construction of the above-referenced project will be received by the Owner at the Office of the Chester County Wastewater Recovery, 2715 Gaston Farm Rd, Chester, SC until 1:00 PM, local time, on Wednesday, November 2, 2022 and at said Office will be publicly opened and read aloud. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof.
PRE-BID CONFERENCE: A Pre-bid Conference will be held at 1:00 PM, local time, on Monday, October 17, 2022 at the Office of the Chester County Wastewater Recovery, 2715 Gaston Farm Rd, Chester, SC. The Pre-Bid Conference is not mandatory but Bidders are strongly encouraged to attend.
PROJECT DESCRIPTION: The work consists of installing approximately 1,290 feet of new 8” sewer to replace the existing 8” sewer; crossing one road and one railroad right-of-way via bore-and-jack, installing 6 new precast manholes; installing service laterals including necessary bends and cleanouts; traffic control and pavement restoration; installing soil and erosion control devices; performing complete restoration as required; performing bypass pumping as necessary; and performing all other miscellaneous work required to complete the Project.

The cost for the Project Plans and Specifications is $100 per set and is non-refundable. Payment must be received prior to mailing the Contract Documents. Electronic copies will be provided at no charge.
FUNDING PARTICIPATION: This project is being funded in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM) prior to performing any work on the Project. Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract.
SECURITY: Each bid must be accompanied by a certified check of the Bidder or by a Bid Bond made payable to the Owner, for an amount equal to not less than five percent (5%) of the total bid as a guarantee that, if the bid is accepted, the required Agreement will be executed and that a one hundred percent (100%) Performance Bond and one hundred percent (100%) Payment Bond will be furnished.
OWNER’S RIGHTS: The Owner reserves the right to waive any informalities in bidding and to reject any or all Bids if it is in the Owner’s best interest to do so.
