The CWR’s mission is to protect public health by providing efficient and reliable wastewater services to conserve resources, promote growth and development, and return clean water to the environment.

Residential/Commercial Bill Payment

CWR services are billed and collected by Chester Metropolitan District. Residential and Commercial Customers may use CMD’s Online Payment Portal to make utility payments and manage account status.

 

Residential and Commercial customers may also make a payment over the phone by dialing (833) 209-4044.

 

A 3% processing fee applies to all credit and debit card transactions, whether paid in-person, online, or over the telephone.

Industrial Bill Payment

Industrial Customers may pay their monthly bill for wastewater services by mailing their payment to the following address:

Rates & Fees

CWR publishes its wastewater service fee schedule on or before July 1 of each year.

Who We Are

Chester County Wastewater Recovery (formerly Chester Sewer District) is a special purpose district created by Legislative Act No. 480 as amended by Act No. 1186 (and subsequent Amendments thereto) of the Acts of the State of South Carolina for 1964. The CWR was created for the purpose of transporting, treating and disposing of wastewater originating within the CWR limits. Its function is to construct, operate and maintain lateral (collector) and interceptor sewers and trunk lines, and wastewater treatment plants. By agreement with the City of Chester, the CWR operates and maintains the sewer system in the City of Chester. The CWR is governed by a five member Commission known as the CWR Commission; all of whom are appointed by the Governor. The area of the CWR is defined by statute.

Chester County Wastewater Recovery’s Administration Team is responsible for the daily operations at CWR.

This includes all Finance, Pretreatment, and general Administration duties.

CWR's Administration

The Chester County Wastewater Recovery operates in two sections: Administration, and the Board of Commissioners.

 

CWR’s governing body is a 5-member Board of Commissioners appointed by the Governor upon the recommendation of the local legislative delegation.  The Board of Commissioners are the policy makers for CWR. Meetings are generally held every third Tuesday of each month at 6:00 pm unless changed by the Board of Commissioners with appropriate notice. Unless otherwise noted, all meetings are held at the CWR Office, 3261 Lancaster Highway, in Richburg, South Carolina.

CWR Administration is led by its Executive Director, Mr. Phillip A. Thompson-King.

FOG Program

Fats, oil, and grease, or FOG, can clog sewer lines, so we require food service establishments that are connected to our sewer system to install and maintain a grease trap in accordance with our specifications.

We review and approve grease trap plans, inspect traps after installation, and conduct periodic inspections of grease traps.

The Purpose of Pretreatment

Chester County Wastewater Recovery’s Pretreatment Program was approved May, 1984 by the South Carolina Department of Health and Environmental Control. The objective of the general pretreatment regulation by CWR is:

  • To prevent the introduction of pollutants into its public owned treatment works (POTW), which will interfere with the operation of the POTW, including interference with its use or disposal of the sludge the POTW generates.
  • To prevent the introduction of pollutants into the POTW, which will pass through the treatment works or otherwise be incompatible with such works; and
  • To improve opportunities to recycle and reclaim municipal and industrial wastewater and sludge.
